Obviously it doesn’t tell cyclists to do that, in actual fact it has always been part of the Highway Code that a cyclist may take the primary position. Where it is unsafe to overtake, for example.

Somehow I get the impression that you wouldn’t have known that, but it’s always been there. Just as it is perfectly acceptable for cyclists to cycle two abreast at times as well. Motorists do not have automatic precedence over all others, we all have equal right to the road.
