And because of the inevitability of what would happen on track they were effectively deciding the world champion whichever decision they made.

I imagine there was some pressure for the race to finish in normal conditions but that could have been done with the lapped cars in place.

To me looks like Masi indecisiveness, he apparently decided to keep the lapped cars in place but when Red Bull complained he switched his decision. There wasn't time for Mercedes to reverse it at that point.
