Create a final lap when there should not have been one.

Surely there must be a way of fairly reflecting the previous gap when the race resumes. Obviously can’t be the same as less time to make it up but couldn’t they reduce it proportionately or something so they start with some sort of gap. They literally let him start right next to Hamilton when he was 12 seconds behind with 5 cars to get past.
