in an ideal world yes...
but the huge financial advantage enjoyed by teams in teh CL make that fantastically difficult, even if you are a top class manager, unless one of the Big Four have a phenomenally bad season with injuries (Liverpool last year, Arsenal this). Certainly for clubs with budgets like those at, say, Charlton or Bolton. McClaren has had a big enough budget at Boro but he's a bit rubbish. If a contender was to get a job at a big spender like Spurs (rather unlikely!) or Newcastle, then they might get a shot.
