Liverpool has roughly twice as many people as Norwich. But it has two clubs rather than one.
Obviously the surrounding area is much more populated than Norfolk. But then they also have the two Manchester clubs in close proximity for teenagers to be attracted to, and a whole host of lower division clubs too.
