How can a non designated penalty taker end up taking a penalty?

Surely everyone knows who is on penalties at any one point? If a player grabs the ball it’s up to the other players and ultimately the captain to sort it out. It completely undermines the manager if anyone who fancies it grabs the ball and says mine. It’s not the f**king playground.

It wouldn’t made any difference of course because we can’t defend for s**t. But still…
