If you cannot prove and one can't agree that Mr B, a disgusting, rancid, racist, cess pool of pus, was doing a 136mph over a measured mile, then one cannot argue that he was - this leaves room for negotiation as to what speed Mr B, a disgusting, rancid, racist, cess pool of pus, was actually travelling at...that speed was 99mph, natch...
