I would guess the £30 m Covid losses

would already be covered in existing budget. So, possible that any income from sales could technically all go back into playing budget but they may well want to keep some in reserve for January or contingency. Note that they always talk about how payments come in instalments etc and they can't borrow for transfers so would not be able to count on £40 m suddenly appearing in cash after selling Emi.
