FIFA article 17
Allows a player outside the protected term of their contract to unilaterally break their contract with their club within 15 days of the final game of the season under certain conditions.
Not a buy out clause. I think this stems from Bosman / EU law. The player must compensate the club. The certain number of years varies with player age and my understanding this is 2 years post signing the contract if the player is 28 or over. My guess is that the formula comes up with a compensation value lower than Kane's transfer value.
