Vaccine hesitancy is relatively high in those countries. Most developed countries will get to a point where they have vaccinated everyone that wants a vaccine relatively soon. The issue will then be to try to urge the remainder to accept vaccination.
To oversimplify, vaccines reduce transmission by around 65% and deaths by circa 99%. Vaccinate 100% population and you get a factor of 3 reduction in R number and a factor of 100 reduction in deaths. Combined factor 300. Vaccinate 50% population and you get a factor of 1.5 reduction in R number and a factor of 2 reduction in deaths. Combined factor 3. You can see how important the 'anti-vax' proportion is in transition out of the pandemic.
