Exactly this. The whole thing was driven by those who are falling behind

the 'bottomless pit' clubs (Man City, PSG, Chelsea). So either clubs in the premier league owned by people trying to make a profit, or clubs abroad (eg in Spain) who just don't have the revenue to keep up.

So the bottomless pit clubs faced a choice - either go along to avoid being left out (Chelsea, Man City), or stay out and gamble that it would fail (PSG). PSG made the better choice.

That said, the other prem clubs could easily have pulled out as quickly as Chelsea and Man City did, given it was obvious which way things were going by then.
