As I understood that, there's two steps here
1. You have to be in the PL or EFL for the FA to be able to endorse visas
2. Assuming you are, it's up to the FA to do that
So if you're not in the PL or EFL, you're scuppered. But even if you are, you're relying on the FA to then endorse your overseas players' visas. Would the FA do that for the 6?
I guess they might find themselves in Court for restraint of trade or something if they didn't. But another battle for the 6 to have to fight.
(And all that is assuming they're not kicked out of the PL anyway.)
