You can't have a two tier system where those six are ignored when it comes to working out who has qualified for Europa and CL.

You can't let the 6 massively prioritise the ESL over the Prem.

Most importantly you can't allow them to get away with it; how long before they create their own feeder domestic leagues?

They have to kick them out. Then halt relegation for a year and promote the 6 top teams at every tier. Most importantly: bring in regulation on ownership and spending caps (that work) so ensure this never happens again. I'd be quite happy to see something similar to the 50+1 system they have in Germany.
