You sort of have to have the rule I guess

To avoid teams being really good in qualifying, and then losing all their players because they turn 21, and so being s**t in the tournament (and therefore being the wrong team to have there). More sensible to say: whatever squad you have at the start, you have at the end. Hence the rule.
