Many factors.

The "do enough" factor will effect the way a team plays.

be it either "sticking" with what they have and being conservative, going for it knowing draws are worthless in certain spots or even avoiding a tonking when goal difference is the only way they can lose a playoff position.

As teams approach the last few games they may rest certain players knowing that other playoff teams have to go for it.
Overall this tends to depress the points needed to make the playoffs.
I would take the under 80 points for huge money
PPG might project 78 but I would also take the under 78 too!
