(b) He is presumably making a reference to the fact that this murderer is not an immigrant, he is "home grown" (in the same way that people talk about "homegrown" terrorists). Why he thinks this is worth saying is completely beyond me, given that not even Nigel Farage believes that the only murderers and rapists in Britain are immigrants. He really needs help.
