There is a bit missing from this...
Germans,french,Italians etc all signed a contract with AZ at the same time as the UK. The EU didn't like it as they wanted to manage the vaccines entering into the EU so spent those "3 months" negotiating with AZ to then sign the exact same agreement that was initially signed....
Additionally after spending a day in a hissy fit complaining about the delivery of AZ vaccine the Germans then spent the next day critizing the vaccine as being only 8% effective... The 8% happened to be the number of over 65 participants in the study and not the effectiveness... Probably lost in translation.
Overall it's a monumental cock up from the EU which are now trying to implement additional beaucracy so that they can control the export of vaccines into the UK from their own manufacturing facilities...
