Mussolini's.
Apparently one of Mussolini's biggest problems during his farcically inept Fascist dictatorship was the Mafia - he felt they undermined him, being a large alternative centre of power, and he wanted to destroy them.
Anyway, our Benito noticed that the Mafia's favourite technique in kidnapping/murdering people was to hide behind a wall, wait for the person to walk by and then grab them.
After much though, he devised a law to stop this happening. Brilliantly, he passed a decree stating that from that day forth, nobody in Italy was allowed to build a wall larger than 4ft tall.
