Won’t the tier system stay in even once there is a vaccine?

But the impact of the vaccine should mean a drop down to tier one (if not already there) and then tier zero, if there is such a thing?

I don’t think decisions will be made based on the availability of a vaccine until it’s results are visible in terms of number of hospitalisations reducing etc
