You'll be on a list out there of people to call and sell something, but because there isn't anything to sell to you at the moment, and they are waiting for something they 'think' you'll be interested in, the systems still ring the number anyway

As theres nothing to sell, when you answer an operator won't be there sell you it, hence the silence

The thing that can make you feel better about is, if you answer it, its costing them money, so keep answering it :)
