I would have thought that the selection of an excel file format

Would be something that Boris could safely delegate to the Department of Health and Social Care who could safely delegate to Public health England, who delegate to their IT department who delegate to an IT support staff member.

To what extent can you blame the government? If Corbyn had won the election, would we be blaming him / his Government for this error? Would e.g. Dianne Abbott have insightfully spotted that they were still using .xls when .xlsx would be a more suitable option?
