it doesnt seem to make sense

I understand us getting in players like Dowell as that should improve our team and help his parent club by giving him game time and going back a better player. And the same thing with us loaning out younger players like we did with Cantwell ad Idah

But loaning out an established very good player doesn't seem to offer those benefits . We lose a super player and if he gets injured we get him back.If he does well then that team might want to buy him but who know what the value would be in 12 moths time.

but of course there will be things we dont know about
