I think he can do, I was comparing them in the sense they are both

wide players who like to play narrowly and both of whom are not wingers with the pace to take people on and get crosses in. I do think they are similar although Emi tends to create more for others whereas Todd has more of a goal threat. I think both could actually play the central role behind Pukki very effectively (and why we din;t try Emi there more often last season i don;t know).

Dowell looks more or less the same style of player.

If you are looking for a balanced 3 behind Pukki then a three of Emi, Dowell and Cantwell has masses of technical ability and creativity but lacks some pace. i would say you would want an Onel or Placheta in there anyway to give the team some pace.
