How can it be?

Confirmed new cases in Bradford have been running at around 45 a day since testing was stepped up towards the end of April.
Yet also since the middle of April deaths in the three Bradford hospitals have dwindled all the way down to zero.
There are no patients in ICU in Bradford. The last one left two days ago. She'd been in ICI since the end of April, and in hospital since mid-April.

I don't understand.
