He wasn't Ill when he drove, he took preemptive action

Even the doctor on the press conference said

"Any or the government lockdown guidance can be overruled by safeguarding concerns, or prevention of harm" and cited a child with both parents too unwell to provide medical care.

It's clear to me he took early action on the assumption that he would likely contract it and since his wife already had it he decided to go back to Durham so he could receive support from his family if need be.

Everyone is so wrapped up with Cummings and forgetting the 4 year old.

On the point about his wife's brother, I wasn't aware of this but I assume he made the best decision within the circumstances just like anyone else would.
