I do like this bit:

Why would that cause a delay? Pick the basis that you think is fairest and go with it. If other Leagues don't finish that's what they use. Anyone would think they were waiting to see which teams are to be affected before deciding on the basis they use (they'll definitely prefer no relegation in the Women's league because Liverpool are in the drop position).
