Last week that given the UK infection rate at that point in time, and that so few people were coming into the country, the impact of quarantine of overall levels of infection would be immaterial so it was not being done.

Its been touted that the 14 day rule is coming in at the end of May. I presume the Government believes at that point the UK rate will have dropped further and there may be more international travel as countries start to ease their lockdowns, meaning it will have a material imapct at that point, hence the introduction.
