I suspect the FA's prime motivation in demanding relegation...
is not to encourage the bottom 3 to restart (since they would be simultaneously encouraging everyone else not to) but to avoid an expanded Premier League next season. How would those extra Prem games be fitted in? At the expense of the domestic cups I suspect. For a start all FA Cup replays would disappear from Round 3, when the Prem teams come in. That's the FA's biggest fear.
