Never trust "the government advisers".
As you rightly say their job is to spin the government's line and, as in this case, act as a human shield for when policy turns out to have been idiotic. There's a reason more or less the whole scientific community shouted "bollocks" and they had to reverse their stupid decision a few days later.
People died because of that.
