Hmmm tricky then...

I know the rules of the game (Rule 7 I believe) state each half should be 45 minutes long (assuming we're talking about "senior matches" unless agreed before kick with both managers in cases of bad light etc.

I have absolutely no idea what he should do if he's ballsed it up that way, I don't think the rules cover it explicitly. I'd hazard a guess at "neither".
