Its not saying 1 in 5 (which would indeed be 20%) its saying 1%-5%

So really its stating the obvious which is that if the deaths and hospitalisations that have resulted are from just 1-5% of the population having the virus then its much more serious/virulent than is the case if 20% or more of the population have had it.
