I feel that

Teams staying up or coming up would be able to adjust to whatever the adjusted budget is, within reason. You cut your cloth, etc. And it will help drive down transfer prices a little for the next few windows.

Where i see a problem is teams not getting what they expected and budgeted for as a minimum in the prem AND getting relegated.

I.e. we may be ok if we get relegated and get the prem money and parachute payments, or if we receive reduced money on condition of staying up and getting prem money next year. But less prem money this year plus relegation would hurt us, Villa and co much more.

Can't see a resolution for ages yet tho.
