Was all introduced at high speed. Imagine they're just doing the best they can to interpret correctly, and they're bound to get it wrong sometimes. (Will need to get proper oversight of them, and the authorities generally, in place in due course though, so we can all have confidence they're not abusing all the new powers they've got.)
