I don’t think they need to get to 0 new cases to end the lockdown

Just have new cases falling on an ongoing basis.

Other factors that could change things are the testing and any breakthrough with drug treatments. Finding a combination of drugs that can reduce fatalities and/or reduce the amount of time patients need to be in intensive care would be huge.
