I think you can reasonably describe his performance so far as 'not coping'

"We pretty much shut it down coming from China. It's going to be fine."

"[Cases are] going very substantially down, not up"

"This is their new hoax"

and then

"I've always known this is a pandemic"

And at a time when you really need to influence everybody's behaviour, wild and untruthful messages like this from the national leader actually, matter in terms of people dying.

I'd say that him not coping is not an inference, it's an observation.
