It was careless but no more. The VAR replays gave the impression that there was more but he slid along the ground, reached the ball, and his momentum took his leg forward.
You will always keep the leg raised as a natural balance for the leg on the ground, to aid a quick return to feet.
15 years with the whistle and I'd never have given it a second look other than a caution.
