This is too complicated...just use the tracking sensor as centre mass of the players

assign half the error (40cm), to the player from each side, so there is 20cm in front and behind each player and if the lines cross it's offside. Thus close calls will be negated by the error margin allowed.

But I think the on field refs are making calls so that they can then refer it to VAR rather than taking control themselves. E.g. Kane's dive/foul (though in my opinion Zimmermann diving in made the pelanty inevitable).
