Measurement error
All measurements have an associated error. The FA behave as though this does not exist for VAR. All they have to do is state the error associated with VAR measurements, & if the offside is within this margin then it is onside.
It won't eliminate dissent, nothing will, but it would reduce the unhappiness (& the time delay) to a minimum.
