Sounds unlikely
Firstly because if there was no away ticket price cap they would just continue to charge the higher price, what incentive would they have to reinvest anything into a new stand?
Secondly because say they could charge an average of £55 for each away game, £25 more per ticket (might be less due to concessions but could be more if they really squeezed top games) over 3,000 tickets that would be £75,000 per game or £1.425m a year. Say they could borrow ten times that (£14.25m) it wouldn't even touch the sides on a new stand (£50m+).
