Presumably they don't want each team playing four games?
Given the need to allow a 3 day break between games maybe that would drag the tournament out too long?
Can't believe there isn't a better solution than they actually use though - 3 groups of 4 doesn't cut down well to a knockout phase (like the 24 in the women's world cup or Euros). Since they have a QF stage they're playing all these group games to get rid of just 4 teams.
