2015-16 Av away City following 2,100
2013-14 Av away City following (up to March) 1,800
2012-13 Av away City following 2,000
Your claim of "average of 3,000 away tickets per game" is pretty unlikely.
In any case, the Away points system worked pretty well in previous years and the club managed supply/demand with no major issues. The revamp of the away scheme is, IMO, a (not very well-disguised) attempt to claw back lost revenues due to the £30 Cap.
