Surely if the stats say that Home ST holders rarely went to away games

Then what is the issue of having:

750 ringfenced
24hrs
ST holders & Premier membership
24 hrs
Standard membership
24 hrs
General sale

That way if what they say is true and that ST holders rarely go to away games then there will still be plenty left over for membership's
