Was very common for teams to turn it down then as it wasn't played at Wembley
In 1972 both Derby (champs) and Leeds (FA Cup winners) turned it down and it was played between Man City (only 4th in the league) and Aston Villa (3rd division champions!)
In 1973 Burnley (2nd division champions) played Man City (basically just because they'd won it the year before against Villa)
It was because teams kept turning it down that it was switched to Wembley in 1974 (the famous Keegan/Bremner Liverpool-Leeds game)
