The BBC has pay brackets on a tiered system.
He was probably offered the maximum. " Years experience at and above the level required". She doesn't have any experience at that level.
So he shouldn't expect any further payrises considering he is at the top of his bracket (most probably).
Whereas if she decided to take the job she would most likely receive payrises within the bracket based on performance and experience gained.
Why would she expect to be paid the maximum salary for a job at a level she has never worked at.
Why would he accept a lower salary for a job at a level below what he has worked in the past?
