They were introduced by a football hating Tory government purely to rid the game of the working classes. Thatcher and her cronies despised football long before Hillsborough. That plus bringing in the money men from SKY pretty much ruined the atmosphere at football as we knew it. I don't think drinking while watching the game ever made any difference. The terraces were perfectly safe as long as they weren't over filled, which occasionally happened. But not often. Atleast that's how I remember football in the 80's.
