The PL rule is a (named) 25-man squad, of which 8 *must* be HG. You can also have an unlimited number of U21s, of any nationality.

Without 8 HG players you cannot have the full 25-man squad (7 HG = 24-man squad; 6 HG = 23-man squad etc etc)

HG (6): Krul, Hanley, McLean, Marshall, Thompson & Morris

Foreign (14): McGovern, Klose, Zimm, Heise, Tetts, Vrancic, Trybull, Stiep, McLean, Hernandez, Mo, Buendia, Srbeny & Pukki

U21s (excluded from the HG quota): Oxborough, Godfrey, Aarons, Lewis, Cantwell plus vast majority of the U23s

Based on the above unless City sign more over-21 HG players there are only 3 slots they can recruit from overseas (I stand to be corrected, let's see what Archant say)
