It's bulls**t. A free kick takes less than a second to reach a wall 10 yards away, nowhere near enough time to get an arm out of the way (especially when jumping in midair). It's one of those instances where slow motion replays actually give a false impression of a situation i.e. that a ball has been travelling for longer than it actually has.
