He speak's well but he's breaking convention
The emergency bill he has bought forward hasn't been scrutinised or debated in parliament and in which "the other place" (HoL) will be made to tidy up.
If this is allowed, what stops the government using the same process to push whatever legislation they like through as an emergency.
i.e TM deal.....
