Because he's only just turned 18 (was still 17 in the Jan window) and he's going to become
a better player at that age through staying at Colney rather than going and playing for a L2 team that 'needs a hand'.
Next season however, when he is able to get a full pre-season with a loan club, I'm sure he will do a job in L1 (or even lower end of the Champs, say if Rotherham were to stay up).
