I'd build it out of solar panels.
Sell the electricity to Mexico so they pay for it. Investment in solar panel production drives down cost of solar globally increasing adoption and reducing emissions. Drives down oil prices, weakening the likes of Russia, Iran, Saudi.
But no, that ain't gonna happen is it.
